Stephen G.N. Fraser, S.C. is Head of Chambers and a co-founder of Fraser & Housty. Admitted to practise in Guyana in 1985 and elevated to Senior Counsel with effect from 1 January 2019, he brings more than four decades of experience to complex commercial, financial and public-law matters.

Stephen’s practice spans banking and finance, securities and capital markets, mergers and acquisitions, corporate restructuring, taxation, insolvency and receivership, regulatory compliance, and high-value commercial litigation. He regularly advises banks, public companies, investors and regulators on debt and equity financings, stock-exchange transactions, takeover regulation, corporate governance, secured transactions and cross-border investments. His work also extends to constitutional and administrative law, employment and industrial relations, telecommunications, energy, maritime matters and major real-estate developments. He is particularly experienced where commercial urgency, regulatory approvals and litigation risk must be managed at the same time.

In addition to Guyana, Stephen is admitted to practise in Dominica, Saint Lucia, Saint Vincent and the Grenadines, and Grenada. His advocacy experience extends across the High Courts and appellate courts of Guyana and the Eastern Caribbean, the Caribbean Court of Justice and the Judicial Committee of the Privy Council. He has also served as receiver-manager of several companies and as a company director and legal adviser to corporate and institutional clients.

Stephen holds an LL.B. (Honours) from the University of the West Indies and a Legal Education Certificate from Norman Manley Law School. From 1989 to 2003, he lectured at the University of Guyana in Contract, Tort, Constitutional Law, and Legal Research and Writing. He is recognised by Chambers Global as a leading lawyer in Guyana for General Business Law. Teni E. Housty, LL.M., MBA is a co-founder of Fraser & Housty, an Attorney-at-Law, mediator and legal consultant with nearly three decades of practice and extensive consulting experience in Guyana and the wider Caribbean. He was admitted to the Guyana Bar in 1996 and to the Trinidad and Tobago Bar in 2007.

Teni’s practice brings together commercial and public law, with particular depth in employment and labour law, intellectual property, international trade, environmental and natural-resources law, human rights, telecommunications, electronic commerce, media law, social security and legislative drafting. A registered patent and trade mark agent and practising mediator, he advises businesses, public bodies and international organisations on regulatory reform, institutional design, compliance and dispute resolution.

His consultancy work has included assignments for Government ministries and agencies, CARICOM, the World Bank Group and International Finance Corporation, United Nations agencies, the Organisation of American States and regional environmental bodies. He has contributed to legislation and policy concerning trade facilitation, corporate regulation, public health, disaster-risk management, biodiversity, wildlife, hazardous substances, waste management and the implementation of multilateral environmental agreements.

Teni holds an LL.B. (Honours) from the University of the West Indies, a Legal Education Certificate from Hugh Wooding Law School, an LL.M. from the University of the Witwatersrand and an MBA with Distinction from the University of Liverpool. He has taught Intellectual Property Law, Caribbean Human Rights Law and Environmental Law and Policy at the University of Guyana. He has served three terms as President of the Bar Association of Guyana, later served as a Vice-President, and was appointed an inaugural Commissioner of Guyana’s Law Reform Commission in 2021. Chambers Global recognises him as a leading Guyana lawyer in General Business Law.

Shantel R. Scott-Lall is an Attorney-at-Law at Fraser & Housty with more than a decade of post-admission practice and a relationship with the Chambers extending to her earlier service as a paralegal. She was admitted to the Guyana Bar in October 2014 and has developed a broad practice grounded in civil advocacy, careful preparation and practical client service.

Shantel acts in trial and appellate proceedings involving commercial and contractual disputes, banking and revenue matters, public and administrative law, real property, mortgages and enforcement. Her non-contentious work includes corporate and commercial advisory, employment matters, conveyancing, mortgages, probate and estate administration, and family law. She regularly assists institutional and individual clients with the preparation of pleadings, affidavits, witness statements, written submissions and transaction documents, as well as the management of procedural and regulatory requirements from commencement through resolution.

She obtained her LL.B. with Distinction from the University of Guyana and her Legal Education Certificate from Hugh Wooding Law School, where she graduated on the Principal’s Honour Roll. Her professional training was further recognised by awards for outstanding performance in Evidence and Forensic Medicine and in Landlord and Tenant, and by the award for Most Outstanding Student in the Legal Aid Clinic. Before admission, she also taught GCE Advanced Level Law.

Shantel combines strong technical foundations with detailed command of the evidential and procedural record. Her work at Fraser & Housty includes substantial responsibility for commercial litigation, tax and banking disputes, land and title proceedings, and property and mortgage transactions. Sydney A. Fraser is an Attorney-at-Law at Fraser & Housty. Admitted to the Guyana Bar in October 2024, she contributes to the Chambers’ civil litigation, corporate and commercial, banking and finance, taxation, property, family, constitutional and administrative law practices. Her work includes legal research, drafting opinions and transaction documents, preparing court papers and written submissions, and supporting matters through hearings, appeals, closings and post-completion formalities.

Sydney earned her LL.B. from the University of the West Indies, Mona, with First Class Honours and graduated from Hugh Wooding Law School with an Honours Legal Education Certificate. She was named to the Principal’s Honour Roll and received the American Caribbean Law Initiative Prize in 2024. During her undergraduate studies, she appeared on the Dean’s List in each academic year and received top-performer awards in Administrative Law, Commonwealth Caribbean Human Rights Law, International Human Rights Law, Gender and the Law, and Criminal Law.

Before joining Fraser & Housty, Sydney completed legal internships at the Caribbean Court of Justice and London House Chambers. At the CCJ, she researched criminal, commercial, public-law and regional-integration matters and assisted with the drafting of practice directions and court policies. She also served as a research assistant and fellow with the UWI Rights Advocacy Project, conducting work on human rights and intimate-partner violence, and as a research assistant to Dr Arif Bulkan in connection with work before the United Nations Human Rights Committee.

Sydney brings a research-driven and highly organised approach to practice. She works across appellate and first-instance litigation, banking and mortgage transactions, corporate formations, legal opinions and client reporting. Her academic record, regional court exposure and commitment to public-interest work give her a strong foundation for clear analysis, precise drafting and thoughtful advocacy.
